What do we mean by ‘Senior Managers’?

Our target group is comprised of those described as "senior managers" that is, "people who have leadership roles which are substantial, either in depth or breadth". Generally speaking there are four groups that meet this broad criterion:

Group 1 – Managers who have broad roles which usually include more than one of:

  • a National or Regional span, strategy forming/culture shaping for the organisation as a whole
  • having organisational wide impact
  • managing managers
  • working in a medium to long term planning horizon

Group 2 – Managers who have deep roles which are:

  • often at a Regional or Local level
  • usually involving large numbers of staff
  • usually involving large budgets
  • often having a strong community focus

Group 3 - Senior manager analysts whose roles are:

  • mostly in central agencies
  • often held by experienced managers
  • not usually responsible for direct line management
  • contributing significantly to the development or monitoring of public sector management

Group 4 – Policy or organisational leaders who have ongoing roles, and

substantial experience, in leading others in policy or organisational development.

In practical terms this generally means all Tier 1-2 managers are Senior Managers. In larger organisations it often includes tiers 3 and 4.

Benefits of being a Nominated Manager

Nominated Managers have direct access to the Leadership Development Centre for services to support them with their development. Services range from Information and Advice, Diagnostic Tools to help take stock of current competency levels and development needs and Developmental Experiences ranging from light to indepth interventions.

Nominated managers have priority access to the Centre where non-nominated managers also have access to services. Nominated Managers also have exclusive access to a number of personal services many of which are available at no charge. Access to services is not automatic even for nominated managers as some programmes have an application and some a nomination process.

How are Nominated Managers selected?

Chief executives from subscribing agencies nominate a group of their senior managers to have direct access to the Leadership Development Centre. The selection of "nominated" managers is at the chief executive's discretion, using the definitions above as guidance.

Nomination status is owned by the Member agency not the individual manager, so if a Nominated Manager moves from one agency to another their nomination status does not automatically transfer with them unless they are on secondment. The new employer should be asked to consider updating their Nominated Managers’ list. HR Departments advise the Centre of any changes to their lists.

Although priority access is given to Nominated Managers, non-Nominated Managers and staff of Member agencies are able to access some services such as Clinics and seminars.
