We coordinate agency nominations for the EMPA, on behalf of Public Service Commission Te Kawa Mataaho. All New Zealand public service nominations require endorsement by the Public Service Commissioner’s Office before applicants apply to ANZSOG.

Nominations are now open and close 5pm, Friday 6 November.  

The EMPA is a 2-year, part-time postgraduate qualification for emerging and ambitious public sector leaders, starting February 2027. 

Over two years, students explore the core principles required to deliver public value, developing an invaluable skillset centred around public policy design and delivery, evidence-based decision-making, leading change and organisational management and strategic public financial and economic management. 

The program includes 8 blended learning modules and 3 university elective modules, providing a multidisciplinary curriculum tailored for today’s public service. 

As the EMPA requires considerable commitment, we encourage you to learn more about the qualification on theANZSOG website.  Interested participants can also register for the online information session at 2pm NZST on 2 September.  

2027 subsidy
This year, in recognition of the intense fiscal pressure agencies are under, ANZSOG are offering a special discounted price and are providing a 10% subsidy for all students The subsidised price is AUD $58,320 excluding AUD GST, travel and associated costs for the residentials.
